The difference is that a countersink tapers inward to match the shape of a flathead screw, whereas a counterbore has a flat bottom to match a bolt or screw with a head that is flat underneath. You can countersink a screw just flush with the surface for a neat but exposed appearance. Or you can countersink deeper so the hole can be covered with wood putty or a wood plug to hide the screw. It is a good idea to predrill and countersink holes for screws near the edges of a board to prevent splitting.
